Pool pumps need ventilation and easy access, so you do not want to build a big, bulky sound enclosure that makes the pump difficult to access or to breathe on its own. Your best bet is to build a simple frame around the unit, made of weather treated lumber, angle iron, unistrut, tubular steel or chain link fence. Build the frame to serve as a barricade to the directions you seek to protect, and try to leave a back side open. Also leave the top open, or build a partial top to angle back and away from those you seek to protect.
Then feed us the dimensions of the frame and we will cut a corresponding set of outdoor, weatherproof sound control blankets that you can affix to the frame. We will grommet the top and bottom of the blankets, and sew weatherproof velcroed seams into the edges for interconnecting the pieces.
As a result, you will have a portable, detachable, weather resistant sound enclosure designed to protect unhappy neighbors from you pool pump. Also note that if your pump is up against the side of your house, place a blanket between the pump and the house to help intercept the reflection off this surface that would carry reflected noise up and out of the enclosure into the opposite direction.
